Henan Transport Investment Group Co., Ltd (referred to as HATI) is a large Chinese state-owned enterprise solely founded by the People's Government of Henan Province in June, 2009. It was established by integration of the entire business property and equity under the Henan Provincial Department of Transport.

The provincial government deputes the Henan State-owned Assets Supervision and Administration Commission to supervise the whole assets of the company, and authorizes the Henan Provincial Department of Transport to manage affairs of industrial regulation, business conduct and HRM for the company.

HATI, as the main investor for transport infrastructure construction by Henan provincial government, is working on aspects of financing, investment, construction, operation and management with highways, waterways, aviation and transportation logistics industry both at a provincial level and in China’s national-wide. The specific scope of business includes:

Representing the provincial government’s function on financing, investment, building and assets management for transport infrastructure construction and the relevant projects;

Accelerating development of comprehensive transport and logistics systems, therefore to maintain/increase the value of state-owned capital;

On behalf of the provincial government, holding, operating and managing the stock rights and state-owned assets formed by business investment in transport and logistics industry;

Approved by the provincial government, investing in securities, trust, insurance, banks, funds and capital markets, and to share or control stock rights;

Developing and operating the resources and assets in relation to highway facilities or within the transport infrastructure areas.

HATI consists of Henan Expressway Development Co., Ltd, Henan Zhongyuan Expressway Co., Ltd, Henan Highway Engineering Group Co., Ltd, Henan Highway Port Group Co., Ltd, Henan Expressway Industry Development Co., Ltd, Henan Highway Engineering Supervision&Consultation Co., Ltd, Hunan Yuechang Expressway Development Co., Ltd (located in Hunan Province), Henan Expressway Properties Co., Ltd, Henan Rdeal Real Estate Co., Ltd and Beyond Investment Holding Co., Ltd as its 10 directly subordinate companies.

Meanwhile, the group headquarters sets up 9 administrative offices as General Affair Department, Investment and Development Department, Financial Management Department, Human Resources Department, Operations Management Department, Engineering Technology Department, Party and Masses Work Department, Discipline Supervision Department and Audit and Assessment Department.

At present, the employee number of HATI is near to 30,000, and the group defines its business strategies as making mutual development between a major business (highway construction) and supplementary undertakings (logistics, building laboring, road maintenance, supervision&consultation, lab testing, real estate development and financial investment).
